Pactul de disciplina bugetara

P.S. Initiativa Uniunii Europene pentru adoptarea Pactului pentru disciplina bugetara trebuie salutata chiar daca – o prima constatare – el este gândit sa functioneze dupa ceasul bavarez cu cuc. Desi nu are conditia statelor din zona euro, obligate sa consimta la rigorile acestuia, România il va semna. Nu este rau. Nu exista ratiuni sa fie refuzat un pact prin care se pune ordine in gestionarea bugetului unui stat. Dar, pentru a putea pune in aplicare Pactul, un stat trebuie sa fie puternic. Nu cedarea masiva de suveranitate – pe care unii dintre guvernantii nostri o socotesc cheia succesului Pactului – rezolva problema jafului bugetar, ci consolidarea statului pâna la a ajunge suficient de puternic sa aplice o lege. Tot in acest rationament intra si framântarea presedintelui actual al României pentru crearea Statelor Unite ale Europei. Daca se poate chiar peste noapte. Sa admitem ca se va ajunge si acolo si ca va fi semnat Pactul de disciplina bugetara mâine, cred guvernantii nostri ca vor mai putea sa cumpere amantelor bijuterii de la Venetia, sa ofere sotiilor micul dejun la Monte Carlo, sa se imbrace la casele de moda de la Paris, sa-si tina yahturile la Palma de Majorca fara sa dea socoteala de cum au dobândit banii? Daca pentru asta se grabeste Bucurestiul sa semneze Pactul de disciplina bugetara trebuie sa afle ca se inseala.
Acesta este un adevar inca si mai simplu decât cele privind datoriile suverane ale grecilor si datoriile istorice ale nemtilor.

Nobody gets a job because they're the candidate best qualified and suited for it, he said: "You get a job because you're the son or nephew or cousin or old schoolfriend of someone who knows someone who might want a little service.
"I saw it in my military service –there I was, coming back from the US with a PhD, you might think they'd try and make sensible use of me somehow. But I was sent to an island to kick my heels, while the 19-year-old sons of people who knew people got to do quite serious jobs in Athens.
"It's one of the reasons why the state administration is so ineffective – you have people handling big sums of money, public money, who have no specialist education or training for that kind of job. Amazing, really."
Like all his colleagues at Thessaloniki university, where he teaches maths, his salary has been cut almost in half – from around €40,000 to €24,000, he said – and he's been hit by an array of new and higher taxes.
A saving grace for many Greeks, he says, is the extremely low level of personal debt, by western standards, of most households. Most middle-class Greeks own their homes outright; there's a "cultural aversion" to debt that leaves many in a better position than, say, debt-laden Britons or Americans would be if their governments tried the same draconian austerity measures.
But what alarms him more is that he can't see a political way out of the current crisis.

The countries that rank worse than India for corruption include Russia, Pakistan, Bangladesh, and various African countries. Most developed economies are ranked in the top 20 (i.e., have the least corruption), as we would expect. There is one big exception to this, and this is Greece. Greece's ranking in the same index is number 78, very close to our number 87.

Due to political lobbying, the retirement age in Greece for public sector workers and a large number of private sector workers was 53. Upon reaching that age, individuals could receive a state pension equal to 90% of the previous salary for the rest of their lives. So an individual who lived for 80 years would only work for around 30-35 years of their lives. Early retirement and generous pension schemes were one of the primary factors that drove the Greek government into bankruptcy.

Public sector workers also received many additional perks and subsidies. For example, individuals would get bonuses simply for turning up to work on time. A result of this was that public services were inefficient and costly for the government to provide. A study of the costs of the metro service in Athens showed that it would have been cheaper to send each individual passenger to their destination by taxi, rather than paying to run the metro!
